Cadastral Survey Branch
Background
Cadastral Survey Branch is one of the branches of Survey Department, Ministry of Land Reform and Management. As land is the major asset of the inhabitants, Cadastral Survey has become one of the most important activities of the Department. The cadastral survey was started in the early 17th century, since then partial survey have been conducted several times. A systematic cadastral survey was commenced since 1964 in which special care is taken to map accurately the dimension of parcels.
The basic objective of the cadastral survey is to support the land reform and management program. Some of the main functions are as follows:
- Provide security of land title to governmental, private and public land.
- Provide a tool for land reform and management, policy formulation and an implementation programs.
- Serve as a basis for land revenue.
- Support in establishment of land information system.
- Establish a central archive of cadastral information.
Organization
The organization structure of the branch is such that there are sections in central level which are commissioned for the administration, planning and monitoring work where as in the district level a survey party called Goswara is established to carry out cadastral mapping, prepare land records and distribute land ownership certificates. At present, there are nine Goswaras working in the different district of Nepal. These Goswaras are also called mobile office as it moves from one district to other after the completion of assigned tasks in the specified district. There are 1380 officials in cadastral survey. Out of which 147 are in central level and 1233 in the Goswaras.
Activities
The Cadastral Survey of all the districts has been completed, out of which 38 districts were mapped on the basis of the local coordinate system and the remaining 37 districts were mapped with national network system. Therefore decision was taken to re-map these districts on the basis of the national network system. In this connection, nine districts are being surveyed.
The districts where survey and mapping are in progress by 1 to 9 Nos. Goswaras are respectively as follows: Parsa, Banke, Rupandehi, Kailali, Kanchanpur and Sarlahi, Kathmandu, Jhapa, Kaski, and Morang. The additional tasks of the Branch are:
- Assistance are being provided to prepare /finalize cadastral maps and land ownership certificates to various development programs. integrated development of urban area and land acquisition.
- Land consolidation program is also one of the activities with high priority. However, it is in a very primitive stage and in short period of time, these activities in this area will grow.
Future Program
Cadastral Survey operation is governed by the Land Survey Act 2019. As at present, cadastral survey is limited only to documentation of location, extent, land ownership rights, area, land use and the physical characteristics of a parcel. However, aathe present demand states that the cadastral information and technical surveys should be integrated into one operational system under a single monitoring in order to prevent wasteful and expensive duplication. This kind of coordination is badly needed in developing countries, where only modest technical and financial resources are available. Therefore the future programs of cadastral survey will be as following:
- Develop methodology of cadastral survey programs to integrate cadastral system and technical surveying into one operational system.
- Adopt a compilation of cadastral index map to support to make connection between cadastral data and the general topographical information shown by national topographic base map.
- Adopt a new technology to replace gradually graphical survey by digital data for accurate dimensions of parcel.
- Develop cadastral information system to support land information system.
- Prepare plan to implement land consolidation programs.
